In Jounin meeting and Clan leaders meeting, After explaing this whole new monsters situation, 

"Do you all understand situation?"

Jiraiya: "I think this is gonna be global catastrophe, we should inform every village, and as much information about this animals we can share with them. This should be mutual exchange."

Shikaku: "I think for now, we should only share, information about this new animals and their anatomy. and some corpse. Until now no dangerous animals has appeared which can cause issues for normal civilians. But still we might inform them about significance they can cause so everyone can become alert. So even if bigger threat appears less damage happens. And if bigger threats appear, we should arrange Five Kage Summit. Jiraiya sama, You must have some estimation if higher level monsters appear or not."

Jiraiya: "I think it might take 10 years to higher level monsters to appear."

Shikaku: "It might be dangerous. If consider this animals to start appear currently, 10 years for Chunin level monsters to appear than jounin level monsters starts appearing in 20 years. Jiraiya sama, how sure you are about this estimation?"

Jiraiya: "Via Senjutsu, I was able to feel, some space fluctuations in surrounding areas, if this monsters appeared via space fluctuations, i think they are coming from different dimensions. But i can't be sure. I am not expert in sensing space fluctuations."

Shikaku: "Fugaku san, i think your Sharingan is gonna be perfect for this right? Why not sent 1 team with Jiraiya sama for confirming estimation and if this animals appeared via space fluctuations or not."

Danzo: "I think we should send Hyugas in this."

"Jiraiya, how much of bigger team do you need to confirm this diagnosis, and what will be duration?"

Fugaku: "I will send 2 jounins with you Jiraiya sama, and 1 Anbu if you would take him. He is genius of our Uchiha clan, so i want you to take care of him."

I can visibly see Danzo gnashing his teeth. But i don't care right now. If Jiraiya is true, for this catastrophe, i will let Uchihas take a lead if i have to.

"I want to send one more guy but he is still child so i can't send him with you. When are you planning to leave Jiraiya?"

Hiashi, arrange 1 of your clan member to join the team as they need to roam around locations and found this animals, and in that aspect, Byakugan user will help this team. I will be dispatching a team consisting of one Jonin and three Genin to every village. Of course, these won't be children, but teams of that specific composition.
