Sakunosuke Oda enters a ransacked jewellery store, one used by GSS as more or less a shell company. His intention is to investigate who robbed the store, but he meets Shibusawa Tatsuhiko. Shibusawa mentions a corpse in the store, and the method of murder shocks OdaSaku. He deduces they were killed by the culprit but is still stunned at how one person could kill so many powerful ability users.
"It's not shocking, as it's a time of war in Yokohama, and ability users die all the same."
"Is this your first time in Yokohama? So many deaths of powerful ability users, and attacking a group like GSS, is unheard of."
Shibusawa dismisses it as a foolish criminal's attack. OdaSaku asks about a rumor regarding a "White Dragon", but Shibusawa says it's not his place to judge the culprit and plans to take his leave.
"But...He must be a bored individual, the culprit idly takes anything that catches his eye. If you're still alive, I would like to meet you again."

Shortly after Shibusawa leaves, Osamu Dazai arrives.
"Are you okay, OdaSaku?!"
"I'm fine. What's the matter, Dazai?"
"I just received some in formation. Did a man with a long white hair appear here?"
"Ah. I just meet him."
"You... It's good that you're still alive. You actually come face to face with the 'White Dragon'."

70 days into the conflict. Chuuya wakes Dazai up from sleeping in his office, irritated by Dazai's nonchalance over the intense conflict. Summoned by the Port Mafia Boss himself, the two must attend a meeting alongside the other higher-ups.
Dazai, knowing the happenings outside, continues to tell Chuuya the details of the war; the casualties caused by the overseas organization - 'Strain', the death of 'Takasekai's leader which lead to its collapse, as well as the casualties suffered by the other organizations. Dazai tells Chuuya to leave the dispute to Mori, as there lies a more concerning activity.
He shows Chuuya a photograph of a corpse, later revealed as one of the Mafia's Executives, codenamed 'Colonel'. His death creates an empty seat in the Five Executives. Chuuya doubts the 'Colonel' could die so easily, mentioning that the deceased man is one of the strongest Gifted in Mafia's ranks. Dazai tells him the killer is the 'White Dragon', however, not even Dazai knows the White Dragon's ability.
While Chuuya says he will kill the culprit himself, Dazai insists both of them should be more concerned about the Executive Candidacy. Chuuya dismisses the statement, leaving Dazai alone.
Chuuya clenches his fists as he strode to the Leader's office.
*knock* *knock*
"Boss, it's Nakahara Chuuya. I've come for an audience."
"Enter."
Chuuya obediently enters and bow to Mori Ogai to pay respect. Mori immediately order him to stand.
"What's wrong Chuuya-kun? It would be a meeting in a few minutes there should be no need to come to me."
"No. There's a news that I want to tell the Boss. Because it involves ordinary people, I've hesitated for long."
"Hmm?"
Chuuya tells about his encounter with DOLLARS's people including about Rui and Subaru's ability.
"That's a really promising kids. Why did Chuuya choose to tell this to me now?"
"I've just heard new from Dazai about old man's (Colonel) death. *Clenched Fists* If Boss got the news earlier, we could have avoided that 'White Dragon's' Ability."
Although Chuuya blames himself for not saying the clues. Mori calculates that 'destroying the jewel' should still be a hard condition to complete. But knowing the weakness of the enemy is still a big benefit. He quickly told Chuuya not to blame himself as he would share this intel in the meeting. As for the DOLLARS people... well he should always think for Port Mafia's benefits. But this war needs to end first.

Later, Shibusawa reappears, noting the streets are more populated than normal considering the ongoing war. He approaches a florist, asking her for a bouquet of white flowers, but the woman reveals a gun. The woman, alongside all the other 'citizens', is part of a faction Dazai leads. Dazai confronts Shibusawa himself, bluntly telling him he won't hesitate in killing him, and that, no matter how powerful the ability, a "one-man army" stands no chance against a juggernaut faction of ability users like the Port Mafia.
This concept interests Shibusawa, who asks Dazai if "power in numbers" is why Dazai joined the Port Mafia, to which Dazai confirms. Their conversation continues, and in the end, Dazai states that while he can let go of the death of 'Colonel', he is not kind enough to leave him alive. Shibusawa approves of Dazai's resolve, urging him and the Port Mafia to show no remorse.
"The conflict will not end until I am defeated."
"It will only end after everyone dies, do you know a way to end everything?"
"More conflict. Dragon's Head Conflict is like a large destructive fire. The only way to end it is to extinguish it's flams with an even larger, greater explosion."
A massive explosion goes off, much to Dazai's (rare) shock. Shibusawa explains he's arranged a war between the Port Mafia and all the opposing organizations combined and intends to destroy their headquarters.
"I can't believe you (Shibusawa) would appear here, preparing to die."
"You made two miscalculations. One: I've already knew about the ambush. Two: You thought I didn't belong to an organization."
An array of different abilities attack, slaughtering the gunmen. Shibusawa confirms Dazai's claim: that the power of an organization is incredible, as he found his way into one out of sheer boredom. Another assault hails down on the Port Mafia's headquarters.
Oddly impressed with the 'White Dragon', Dazai learns Shibusawa's name - and as such, the head of the Dragon's Head Conflict. A Mafia building crashes into the plaza, along with many other buildings belonging to different organizations.

At Port Mafia's headquarters, Mori informs Chuuya and Hirotsu Ryuro of the situation. When it comes to organizations, Mori has the intellect to think of counterattacks ideal for the mafia, even if it's nonetheless a dangerous situation. Throughout the conflict, four major criminal organizations perished. The Port Mafia stands as the last remaining major underground force, but even they haven't gone unscathed, losing the Executive 'Colonel', and another missing one: Dazai.
"We can help others. Just ignore that bastard mackerel who's probably making trouble."
"Hirotsu-san, are they any information?"
"Many defeated comrades died under their own ability. We also have few survivors who got back. The fog separates the Ability from the Gifted and have to fight with it in a no-Ability state. There's a jewel on the forehead on every Ability but destroying it can be trouble some."
As for Dazai's whereabouts since the building's collapse, the only new information Hirotsu knows is that Dazai recently bought a new microscope.
In Dazai's office, Chuuya breaks the microscope, revealing a transmitter, meaning Dazai intentionally got himself captured. Irritated, Chuuya storms out, intent on getting his motorcycle to confront the "White Dragon" and Dazai.
"Chuuya-san, it's better not to go alone."
"No, Hirotsu-san. I plan to use [Corruption]."

Chuuya storms through streets and buildings to Dazai and the "White Dragon". An electro kinetic ability user attacks him but Chuuya neutralizes the threat with ease. Dazai sits patiently waiting for him, handcuffed with enemies aiming guns at his head.
"You're late, Chuuya!"
"Shut up! We'll finish this as soon as possible."
With his ability, Chuuya obliterates surrounding enemies. The two reach Draconia, where Shibusawa sits, burning valuable gems in a fire.
Chuuya, under the reminder of Rui, activates Corruption. The ferocity of Corruption essentially causes a bomb-like reaction within the building, and spreads throughout its perimeter, ultimately ending the Dragon's Head Conflict.
The fierce ending of war brings fame towards the Port Mafia's combination. Dazai and Chuuya's partnership brings together a devastating result to the enemies granting them the title: Soukoku (Double Black)
As predicted, Shubuzawa Tatsuhiko survives, albeit caught by the Special Division planning to bring him back for trial.
It ended in one chapter! =w=
I couldn't do much because I haven't read the novel and I don't plan to let DOLLARS join. It was the formation of Soukoku after all! This also made me realized that I really need to and some powerful avatar to really participate the battle (although the current avatars are not bad).
