Association Director and The Queen of Clock Tower, in whole Nasuverse, especially Clock Tower if there is Magus that at least capable feats that almost reaching Magician level and appear in Shinji threat radar, it will be those two…excluding Shirou Emiya of course
For the Association Director, he literally managed to attain some form of immortality, which in no doubt will inferior to Shinji immortality but The Association Director is not a threat because he is immortal, the reason why he is a threat is his accumulated knowledge and experience. The Association Director is around 2000 years old.

In Nasuverse the older it is the more powerful it is because the more things age the more mysteries accumulated. Someone that around 2000 years old, his accumulating mysteries already can be considered as its own form Magic.
While Shinji doubts The Association Director can harm or kill him, there are many ways to deal with someone that you can't harm or kill, like sealing.
As for the Queen… let us just say she is powerful enough to be a Vice Director and as far Shinji past-life knowledge concern is the only one other than Zeltrech that have the title Wizard Marshall, so it can be concluded her magecraft is impressive enough to be considered as someone with equal authority to a Magician

If this just your normal everyday magus Illya is not gonna apologize but for a rarity like this, to make a connection Illya is willing to apologize.
Afterall while Illya really appreciates the normality of common sense but she still long for someone that she can compare her Magus research with, afterall Ritsu and the rest of Class E is first-gen Magus at best, and spellcaster at worst, while Shinji, not even a magus to begin with!
