Werewolves are highly contagious and compelled to transform during a full moon night, during which their wild instincts dominate, leading to them unable to recognize each other even among relatives.
The lack of control and high contagion make it unsurprising that werewolves often face mistreatment. The less favorable their treatment, the more they witness hardships, pushing them toward a perilous path of alienation, resulting in further societal unpopularity—a closed loop of adversity.
There are extreme cases involve radical werewolves retaliating against society by attacking wizards and Muggle children post-transformation, an offense against International Statute of Wizarding Secrecy. This has spark significant resistance within the werewolf community.

Unfortunately, once the transformation occurs, the situation becomes hopeless, relegating the individual to a life spent locked in the basement every full moon night.
While Professor Quirrell may seem very careless in his teaching approach, the exam difficulty is relatively low. You just need to acquaint yourself with the textbook, and passing the exam shouldn't be a challenge.
