The Atlantean leader started climbing the mountain with two mid-stage Legendary creatures. Wei Huo was a peak Legendary creature, so they had to respect him. This was a difference in strength. Even if one was the leader of a race, one would still not be able to lift their heads in front of a peak Legendary creature like Wei Huo, as he could kill him easily.
