They found the most unflattering photo to depict him with. The news media's spin machine was in full force. They were going to shape public opinion, even if that was the last thing they would do. This was an example of opinion-control tactics by the media. Before the viewer hears why a person did what he did, they tell the viewers what their interpretation of the news should be. This psychological game of politics subconsciously tells people what they should think before they are able to think for themselves.
