Chaos had learned quite a lot from the Elder Brain, it seems the Vampires and Dragons didn't seem to mess with him due to his strength. They were also in some sort of treaty of neutrality where they didn't mess with the big families and the big families didn't bother them in their antics. Of course, the Gods that served the Supreme Deity of Brightness were different, and despised the Mindflayers.
