He came to this conclusion because he knew that anything crafted by humans wouldn't show any item description when using the Glasses. For example, if Dhruv looked at a pen through his glasses, in theory, he should at least know the name of the item, but nothing appears when inspecting such an item. 

So he had a hypothesis that anything made by anyone can't have a description, or there is something that has to be met for it to become an item. 

This hypothesis of his was further strengthened by the fact that when he had found some pieces of weapons on the first floor, there wasn't any description on them as well. When carefully inspecting them, they even looked like something that was made by an amateur and not a professional.
