14 Unprecedented Conclusion

In the plaza of USJ, silence plagued the surroundings. Villains, heroes, and students alike seemed unable to utter a single word. Out of nowhere, at the peak of the conflict. The Devil came forth. 

"ARRGGHHH!!!"

The scream of the young villain Shigaraki echoed throughout the plaza. He gritted his teeth while cold sweat dripped from his forehead. He looked forward at the crimson-haired lady with fear apparent in his eyes.

This was the first time he felt fear. The hopeless feeling of despair and helplessness knawed in the core of his being. 

All Might, Deku, Todoroki, Bakugo, and many more students were distracted by the cries of the young villain. They never thought a scary villain would end up in such a pitiful form.

Noticing the whimpers of his young master, Nomu gazed at the one that brought his cries to existence. 

Without hesitation, the monster charged at the crimson-haired lady. It intended to end her existence with one punch.

The distracted All Might couldn't stop the monster. But there was no need for it to be halted. The crimson-haired lady looked at the hideous monster with hypnotizing golden eyes and ordered. 

"Halt." 

Before the Nomu could hit her, it stopped in its tracks as if it were frozen in place. The crimson-haired lady smiled and turned her gaze towards the humanoid polar bear.

"Master Makima, apologies for not defeating the villain swiftly." 

The humanoid polar bear wearing a jet-black suit bowed deeply at his master. Makima gave him a pleasant smile since it didn't trouble her.

"No need for the apologies, Konrad-kun."

"Besides, I need this boy alive."

She looked back at the young villain, who flinched at her sight. It was somewhat intriguing to be feared by a villainous man-child. 

"Thank you for your aid, Beautiful Lady."

"My, my... You're welcome, All Might." 

"But where did your group come from? And why did you violate quirk laws?"

All Might's eyes squinted as he questioned the identity of the lady before him. 

"I'm from the Counter Division, a law-enforcement agency of the Japanese Government."

"We are allowed by law and authority to use our quirks without hero license."

The Symbol of Peace felt suspicious about the organization. But without further information about it, there was nothing more he could do against them. 

"All Might, are you okay?"

Deku and his classmates ran toward All Might with worried expressions. The battle against Nomu was a tough one for the number one pro-hero. After all, the monster made use of All Might's weakness.

"I'm alright, Young Midoriya. This body of mine can take more beating."

Unknowingly, All Might flexes his thick and robust muscles to his students. 

"Anyhow, the Counter Division will be handling the transportation and arrest of the villains."

Makima wasn't willing to let her prey go. There was something they needed to do for her before they could go carelessly with their lives.

All Might wanted to respond, but a crazed roar sounded from Shigaraki, who was out of tears. 

"You! What did you do to Kurogiri!"

Kurogiri was an important henchman for his master and himself. Who knows what could happen if the warp portal died. 

"There's no need to be worried, boy. He's barely alive."

"I made sure that he wouldn't die from it."

Makima's tone sounded as though she was mocking the young villain. It wasn't far from the truth since the boy wasn't someone she was a fan of. 

"I'll kill you!"

"You'll die by my han-"

Shigaraki screamed while his voice was breaking apart. However, he stopped his foolish actions when he noticed the coldness of Makima's golden eyes. 

That's right. The so-called Counter Division wouldn't hesitate to kill villains. They were executors created by the government.

"It looks like I won't die by your hand." 

Makima's words sounded as if she was bored by the man-child's tantrum. 

"Wha-" 

In an instant, the remaining arm of Shigaraki was blown off from his body. The ground around him cracked while he fell to the ground, gasping for air.

Makima's ability was Force Manipulation, separated into two types, Execution and Oppression. 

Execution summons a sinister blow to an opponent's body. This was the origin of Makima's infamous finger-gun technique. 

The intriguing part of this technique was that it could be activated through sheer will. There was no need to point at the target. 

Not only that, the sinister blow instantaneously materialized on the opponent's body. Which means that no forcefield or dodging could help them survive. 

The only way to resist Execution was one's body alone. As long as the body was strong enough to absorb the shock caused by Execution, they might survive. 

"Be quiet, I don't want to hear you speaking to me." 

Makima's cold words echoed in the ears of Shigaraki, making him clench his teeth in anger and despair. He was losing hope from the precarious situation he found himself in. 

"Nevertheless, I hope the hero academy won't obstruct the process of capturing the villain. He will be interrogated before getting thrown into Tartarus, where he will serve his sentence." 

"I have no qualms with that, but your way of capturing villains is too ruthless. He was already defeated. There was no need for you to take his remaining arm away." 

The views of heroes and executors were different as heaven and earth. Heroes typically incapacitate their enemies before throwing them to jail. Executors, on the other hand, terminate or cripple their enemies. 

"His quirk requires him to use his hand for activation. Without it, he wouldn't be a danger to society anymore. I'm just making sure no one would decay in his hands."

"I'm sure the number one pro-hero isn't against taking precautions for the future, right? After all, who knows how many could die because of carelessness."

All Might and Makima gazed at one another, neither desiring to back down from their adversaries. 

Deku and the students of Class 1-A felt the tense atmosphere of the hero and the public servant. 

It was unheard of for other government agencies to interfere with heroes, so this might be the first conflict between heroes and public servants.

"Let's drop this subject for now."

All Might noticed the tense atmosphere and the reactions of his students. It wasn't good for them to get involved in such affairs. Especially when they were still younglings.

"I have the same thoughts."

"Konrad-kun, carry the purple fog villain and this young boy." 

With Makima's orders, the shocked Shigaraki and the unconscious Kurogiri were carried by Konrad like they were a sack of rice. 

"Master, Aizawa should be stable, and it seems that U.A.'s pro-heroes have arrived."

Lady Nagant appeared beside Makima and reported the situation near USJ's entrance. 

The fallen heroine took notice of All Might's stern face and the current appearance of the villains, which was far from good. 

Makima turned her head to look at USJ's entrance and saw a couple of heroes and heroines in the distance. Numerous small-time villains were being captured left and right from their appearance. 

With Kurogiri incapacitated, there was practically no escape for the invading rats.

"I guess our job here is done."

Makima gave All Might and his students a mesmerizing smile. One wouldn't believe that the lady practically disarmed a villain, literally. 

She looked at the frozen Nomu and stepped forward to whisper her final orders to his ears. Her orders would only be activated the moment she leaves the premises. 

"Let's return to Tokyo, my dear hounds."

Afterward, Makima and Lady Nagant walked out of the central plaza. Konrad followed the two from behind while carrying their trophies. 

Meanwhile, Uraraka and Ashido ran towards the group of students and All Might with worried expressions. 

"Hey, are all of you all right?"

"Did any of you get injured?"

The students who fought alongside All Might got out of their trance. The ending of their epic battle against villains felt distasteful for some reason. 

"Hey, Ochako-chan. Do you know who they were?" 

Midoriya asked while looking at the backs of the ones that instantly ended the battle and saved them from severe injuries or death. 

"They called themselves Counter Division."

"Their leader seemed pleasant and easygoing. She helped Teacher Thirteen wake up after losing consciousness."

Uraraka's words made All Might and her classmates dumbfounded. 

Midoriya couldn't help but want to confirm.

"Eh, Ochako-chan. Who's the leader of the three?"

"Isn't it obvious? The beautiful lady with crimson hair and golden eyes."

Uraraka puffed her cheeks while answering since it seemed to be a dumb question to ask. 

'Pleasant?'

'Easygoing?'

'Are we talking about the same person?'

These were the thoughts of everyone in the central plaza except the pink Ashido and the bubbly Uraraka. 

Meanwhile, as the trio of the Counter Division walked toward the exit of USJ. Lady Nagant couldn't help but glimpse at Konrad and the two villains on his back.

She looked at her master and asked about it. After all, one of the jobs of the Counter Division was to execute any problematic villains that dared to hit vital infrastructure of the government. 

"Master, why are we taking them back with us?"

Makima expected this question from her precious subordinates. So she immediately answered without wasting a second.

"They are important for my future plans."

"I need them to help me find their master, who's too good at hiding like a rat." 

Did Makima have some grievance against the young villain's master? Lady Nagant couldn't help but question in her mind, but out of nowhere.

Makima responded to it.

"I lack grievances to monkeys."

"This boy's master is the Symbol of Evil."

"All for One."
