15 Tide of Uncertainty

U.A. Central Meeting Room. 

In the meeting room were several pro-heroes called upon by the hero academy's principal, Nezu. They were about to discuss the recent events that had taken place within U.A.'s grounds.

Before the pro-heroes of U.A. was a lone public servant from the Hero Public Safety Commission. He was sent here to handle the problematic case of the USJ incident.

The assault of over a hundred villains couldn't be hidden from the public. 

In mere hours, news about it spread throughout the media. Many were asking for an explanation from the hero academy. 

"The results of the police force's investigation have made us conclude that this was the work of a new villain group called League of Villains." 

"A member of the League of Villains, Shigaraki Tomura, doesn't seem to be registered in our public records. A young man in his 20s or 30s with a Quirk that lets him disintegrate whatever he touches doesn't exist."

"It's the same with the villain Kurogiri with the quirk, Warp Gate." 

"They are probably not registered citizens of Japan and are using false names as their identification." 

"In other words, they are lawless people with unregistered quirks who are part of the hero society's underbelly." 

The HPSC agent concluded his report with the grace of a public servant. 

Afterward, the surrounding pro-heroes sighed.

It was fortunate the USJ incident ended on a peaceful note rather than in a horrifying disaster. But nonetheless, the damage it brought to the trust of the public towards the U.A. was immeasurable. 

"So you mean we don't know anything?"

"Correct, though we were lucky to arrest both ringleaders in the assault."

It was considered a win for the hero academy as the culprits of the villain attack were apprehended. This means the villains wouldn't cause them any more trouble. 

"Ah... I forgot. Those two were captured by the members of the..." 

Kan Sekijiro, also known as Vlad King, remarked. But he couldn't finish his sentence since he couldn't discern the names of the ones who arrested the villains.

Thankfully for Vlad King, though. All Might saved him.

"Counter Division."

"That was what they called themselves."

All Might's serious response about the organization made the pro-heroes tense. It appears things weren't as simple as it seems. 

"Oh, you seem to be knowledgeable, All Might."

"Do you care to explain?" 

Principal Nezu questioned with a smile as he was curious about the newly created government agency.

"I don't know much about them."

"I only remember their names and quirks."

"The leader of the Counter Division calls herself Makima. She's a dangerous lady with a quirk that I have difficulty understanding."

"She's dangerous, and her strange rational mentality makes her peculiar."

Nezu's furry ears perked up since he wondered what made the so-called Makima peculiar. 

"What do you mean by that, All Might?"

"Well, hmm... She acts like an easygoing and pleasant person while also maintaining a leader-like charisma. But deep inside that layer is arrogance."

"Pride so deep that even I couldn't uncover its depths. I could only feel it from her since she has a commanding presence that appeared to be hidden from the others." 

All Might's explanation about Makima made the pro-heroes even more intrigued about the leader of the Counter Division.

"Do you have more information about it, agent-kun?"

Nezu looked at the HPSC agent, who seemed knowledgeable about the matter. The agent stepped forward, determined to speak about the subject.

After all, he was already ordered by the higher echelons of the commission to give information about the Counter Division to U.A. 

"My superiors have told me private and vital information about Counter Division."

"It is a recently created organization by the government directly instructed by the inner parliament of the state. The division is also a collaboration of the Japanese Government and the Tengen Conglomerate."

"The leader of the division, Makima, was an infamous individual in Tokyo. It's classified, but she was the one that caused the mystic phenomenon of Tokyo."

The mention of the mystic phenomenon shocked the pro-heroes in the central meeting room. They knew what the event was since it recently made headlines.

"Her quirk is called Halt. It is a powerful mind-control quirk that could affect a massive number of people with ease. Only those within her sight can be controlled, but other than that."

"We almost know nothing about it."

"The Hero Public Safety Commission has been investigating the matter of the Counter Division in secret. Its spontaneous creation is too suspicious."

*Caw! Caw! Caw!*

Screeches of jet-black crows sounded out of nowhere. Several of them gathered near the windows, seemingly interested in something nearby.

The HPSC agent was distracted at first and continued.

"Anyhow, the current members of the Counter Division consist of Lady Nagant and Konrad. Two of which were prisoners of Tartarus."

"Lady Nagant was arrested for murdering a fellow hero. Konrad, on the other hand, ransacked a meat shop and injured its owners." 

"This already paints an image about what kind of an agency the Counter Division is."

Obviously, the HPSC agent wasn't releasing this information for no reason. The Hero Public Safety Commission rarely unveils its secrets.

If it does, there must be a reason for it. 

"A law-enforcement agency made up of criminals... What do you think the government is planning?"

Nezu placed his paw on his chin and thought about the intricacies of politics. The fact that this went through the parliament without problems was already an issue.

It makes one wonder what was happening in the interior of the state.

"We don't know what our government is planning to do with the Counter Division, and we don't have the jurisdiction to find out."

"However, there's one most important piece of information regarding the Counter Division that the U.A. must understand."

"The Counter Division has an absolute duty to execute any villains that strike vital infrastructure of the country."

"This means pro-heroes must arrest their villains fast. Otherwise, the executioners might pass on their judgment."

The final sentences of the HPSC agent made the pro-heroes in the central meeting room astounded. They couldn't believe what they were hearing from his mouth.

Quirk-related incidents were always the pro-hero's jurisdiction in society. But it seems that the government were now making their moves. 

"Executioners, huh?"

"Perhaps the government uncovered some secret that prompted the creation of the Counter Division." 

"I guess this was unavoidable."

Nezu sighed since it was beyond his authority to influence the politics of the government. But he was confident that there would be politicians against the existence of the Counter Division.

The only question was when these resisting politicians would act.

"What do you think about the organization, All Might?"

Vlad King looked at All Might, who had been silent since the HPSC agent began explaining the information about the Counter Division.

"The existence of government executioners isn't unheard of. Russia, China, the United States, and the European Union have implemented such organizations with strict classification." 

"But for it to exist in the hero society of Japan is worrying."

All Might wasn't ignorant of how governments from different countries handled the advent of quirks. There were dark sides in the society of heroes. 

Perhaps only Japan remained the least tainted in terms of strict quirk governance. 

"I have the same thoughts. There have never been executioners in Japan since the emergence of quirks. So I'm worried about how it would affect the public." 

Kayama Nemuri, also known as Midnight, felt worried about the changes occurring in the government. 

Clashes between heroes and the government were rare. It sparsely happened in decades. But it looked like the future was bleak. 

"The Hero Public Safety Commission will continue investigating the Counter Division. We will report any discoveries to U.A."

"I will take my leave." 

The HPSC agent left the confines of the central meeting room, leaving the pro-heroes alone to discuss the information they had gained from the commission. 

The pro-heroes glanced at one another while Nezu kept smiling for some reason. After the HPSC agent exited the building, Nezu looked at the gathering crows.

"I know you're listening."

"May you introduce yourself, my guest?"

Pro-heroes in the meeting room felt chills as they turned to gaze at the gathering of crows. 

These jet-black grows directly stared at them before one of them entered the central meeting room. 

The lone crow landed on the dark-brown wooden table and closed its black wings. It observed the pro-heroes who felt tense about its arrival.

"As expected of an evolved animal, your instincts are to be praised."

Out of nowhere, the lone crow started speaking with arrogance and regality. Its words made the pro-heroes furrow their eyebrows. 

"I can assume you're the one we discussed in this meeting, correct?" 

"Leader of the Counter Division, Makima."

The lone crow's identity made the circumstances of the pro-heroes even worse. The fact the individual they talked about was listening to the conversation made it eerie. 

"Think of it as you will."

"I see... So what brings you to listen in this meeting for ours?"

Nezu questioned while fearlessly gazing at the lone crow's dark eyes. The pro-heroes were also determined to know the reasons.

"Pro-heroes... You are ignorant of the interiors of this country. While you bask in your glory of heroic indulgence. Some cogs in the machine that is Japan are plotting a rebellion."

"I'll give you some advice. Whether you abide by it or not can only be decided by you." 

"Uncover the truth for yourself, and don't trust the words of the pretender."

After uttering its advice, the lone crow glanced at the pro-heroes and remarked. 

"I look forward to our next meeting."
