The Goat Head was a dangerous fellow, something Duncan had known from the beginning—not only because it was an anomalous object of unclear origins but also because it had once been loyal to the real Captain Duncan and even now continued to act and think according to the old rules.
In the perspective of the Goat Head, city-states on land were meaningless, the mortals within the city-states were laughably ignorant, the weak city-state fleets were mere fodder, and to plunder and kill them... was a "routine" activity Homeloss was entitled to.
Duncan did not know how long it would take to adjust the Goat Head's thinking habits, but he knew the process had to be imperceptible—changing the behavior of both himself and Homeloss in a way that felt justifiable was the surest method.
He took one last look at the Goat Head, quietly standing by on the navigation desk, confirming that the other party had taken over the sail and helm system of Homeloss, before he walked into his bedroom.
