This information concerns Haldar, the individual Falconi instructed Fras to arrest at Jack's behest, and who is now set to face trial in two days.

"Another one..." Rachel sighed, contemplating the futility. "But what's the use? They'll surely find Klein again, diagnose him with a mental illness, and then he can be exempted from punishment."

Rachel became a District Attorney precisely to confront this pervasive mindset in Gotham City.

As a child, the concept was unclear to her, but witnessing Bruce's reaction to his parents' murder by a gangster sparked a determination. She vowed to become a judge and ensure that criminals faced the consequences instead of going unpunished.

Yet, only when she assumed the role of District Attorney did she confront resistance from all sides, realizing the formidable challenges in achieving her goals.

Firstly, the police—the majority corrupted, taking bribes, and making no arrests at all. In court, she, as the District Attorney, could only file lawsuits. The determination of guilt or innocence rested with the judge, often influenced by bribes and resulting in lenient sentences or outright acquittals.

To complicate matters, real criminals always sought scapegoats to shoulder the blame. Add to that the legal provisions allowing mental patients to be sent to Arkham for treatment, where Dr. Klein, bribed by gangsters, played a part.

Rachel, despite her righteous heart, felt a sense of helplessness and frustration.

On a brighter note, Bruce was alive.

The thought brought a smile to Rachel's lips.

Best friends since childhood, Bruce had mysteriously vanished after experiencing his parents' death. Seven years passed with no news, and he was even declared dead. Fortunately, he returned unharmed.

As Rachel contemplated, a commotion at the door interrupted her thoughts.

Curious, she looked around but saw nothing. Shaking her head, she refocused on the information in her hands.

Regardless of whether this person would be imprisoned or not, she was determined to fulfill her duties.

However, the noise outside was growing louder.

Rachel, disturbed by the commotion, was about to intervene when Bruce unexpectedly approached her with a friendly greeting, leaving her momentarily surprised.

Meanwhile, Jack, having briefed Gordon about Bruce's actions, left the police station satisfied. Heading to Narrows Island, Jack explored a different facet of Gotham City—the slums. The stark contrast between the opulence of Wayne Group's location and the destitution of Narrows Island exemplified the city's extreme socio-economic disparity, contributing to its complex challenges.

Narrows Island was marked by garbage-strewn streets, perpetual dampness, and a pervasive stench. Jack navigated through this neglected part of the city, encountering unsavory characters and dealing with attempted robberies along the way.

Upon reaching Arkham, the infamous mental institution, Jack presented his ID to the guard. Shortly after, a man in a suit, wearing glasses and exuding an air of sophistication, emerged. This was Klein, known as the supervillain "Scarecrow."

Klein greeted Jack with a calm smile, acknowledging the officer's reputation. Despite Klein's outward appearance of affability, the depth in his eyes hinted at a darker, more sinister nature, revealing the dualities that often defined Gotham's inhabitants. The seemingly pleasant exterior masked the reality of Klein's status as a mental patient and a potential threat to the city.

The logic that doctors can't heal themselves held true in the case of Klein, a psychiatrist with a penchant for delving into the human mind. Ironically, psychiatrists, including Klein, were particularly susceptible to psychological issues, and his struggles were more severe than most.

The eerie, broken-sack breathing device hood seemed to embody another personality for Klein. Donning it transformed him into a frightening scarecrow—a neurotic lunatic with a penchant for tormenting others. Yet, when the hood came off, he reverted to a rational psychiatrist.

However, the rational side of Klein wasn't synonymous with benevolence. Far from a kind-hearted doctor, he engaged in extensive experiments on human subjects. The terrifying poisonous gas associated with the Scarecrow persona was the outcome of Klein's unsettling experiments.

Facing Klein in his dual roles, Jack cut to the chase.

"So, what brings you here?" Klein inquired.

Jack pointed at the ID in his hand. "Did you see this?"

"Of course," Klein responded.

Jack, with a playful pun, remarked, "What else do you think the cops do—collect protection money? I'm here to check on Falconi's man, the one you received a few days ago."

Klein maintained a calm smile. "That gentleman received good treatment here."

Surprised, Jack shook his head. "You let a criminal get good treatment? That's impossible. He should face execution, not receive care."

Klein, momentarily taken aback by Jack's blunt words, composed himself. "I am a doctor, and it is my duty to take good care of every patient," he explained.

Acknowledging Klein's stance, Jack waved his hand. "Yeah, I get it. Take me to him. I want to see for myself."
