So you should give them something to latch onto so it makes sense. Give him a bordering-on-the-supernatural ability like Bullseye from Marvel. So good at throwing things, you can take out nearly any regular human with random objects. Using your Kryptonian powers, you could easily figure out the proper trajectory to use a rock, a stapler, or a pencil to take these people out.
