I don't understand why he didn't kill Ross. After all, this guy definitely won't be kept in jail. The American government is full of "snakes", Hydra would not leave Ross in jail when he could be a useful resource in the production of super soldiers. They might as well lie to the American people saying he's in jail when he's actually free and working with them. Or they could do the same thing they did with Vanko in the movie, where they trapped him and then he was released by the hammer to make armor for them.
