Joy of Life's Fourth Bureau was based in the Qing Inspection Court. It was a department responsible for supervising officials at all levels outside of Jingdou, including intelligence gathering and investigation work. The power of the Fourth Bureau extended far beyond the borders of Dongyi and Northern Qi. The leader of the Fourth Bureau was Yan Ruohai. His son, Yan Bingyun, later became the leader of Northern Qi's underground organization.
