That's not possible. The Navy has a weird rule where there can only be 3 admirals at a time. Even when there are more than 3 people who are strong enough for the title. Those people have the title of Alternate Admirals, meaning that if an Admiral falls or retires, one of the Alternate Admirals take over the job, but even Alternate Admirals only carry the authority of a Vice Admiral. Usually, the Alternate Admirals are amongst the senior most in the group of vice admirals. There is also a limit of 20 vice admirals if I'm correct.
