After bouncing around a number of ideas, I decided that this was the best way to go. Although this means that the plot ends up being similar to Outlaw Star. There is a treasure that they spend some episodes finding clues to and every faction races to get the treasure before anyone else. But that isn't necessarily a bad thing.
