If he was that noticeable then it winds up being a plot hole since he would be the absolute perfect target for Danzo and would have been disappeared for that kind of behaviour. Possibly checked for being a spy too.

Former was an abusive stalker, the type that would sneak into your house to steal your underwear, the latter was more like a crack addict who seemed to get some kind of rush off of the feel of his chakra.
