The ambient magical energy was familiar to Arther so decerning that he was still in his own world was simple, moreover, he has traveled to the country of Tasmania before, recognizing this land is something simple for a well-traveled man like himself. A simple look through the village provided the time and date...
As he sat down once again to meditate, he sorted his thoughts...
'Well, figuring out why I'm here will have to wait. For now, I need power as if memory serves, there should be three grand-wizard-level figures appearing in the next hundred years, and if I want the name of Arthur Alucar to hold the same weight as it once did (or will in the future), I'll need to prepare...'
Arther was nothing if not a pragmatist, he never believed in god(s) or high power(s). He's slain too many so-called demons and angels, beasts of mythology, studied how the Peverell's were even able to play with the entity known as "Death"...he himself has toyed with many similar entities.
No, he believed that all such powerful "things" were nothing more than beings composed of magic and will, strengthened by belief. No divinity or world's will to speak of...
The once Grand Magus viewed the world from a naturalistic standpoint. Magic, like the air we breathe, is part of the natural order and so is every other thing in existence...but this existential thought should be left for a time less dire than the current one.
'Too much useless thought, I need to focus on the here and now...' Arther shook himself out of his inner thoughts and began to make some plans.

There were annual Wizard association exams which were the only way to become a "Certified Wizard" in the eyes of the organization, which evolved over time to be in the eyes of the wizarding world...those who pass the exam earned their Wizarding License.
At the time, it was the highest form of accreditation that existed and those who were Official Wizards became respected and honored by those around them...
Eventually, simply attending and graduating from magic schools like Hogwartz no longer counted as the minimum certification for most employment, since after the association was formed, the inept education and ability of the post-graduates were highlighted to the world when compared with certified wizards.
Of course many in power hated it, and wars both physical, magical, and political were fought but the Wizard's Association won every time. Largely in part due to the Grand Magus and Association Chairmen, Arther Alucar.

That same Arther was now sulking in his depression after examining his new body with magic...
'This boy was an absolute waste when it comes to magic, as channeling spells larger than third-year academy spells was out of the question with eve my skill..looks like I have a lot of conditioning to do...'
Wizards, despite what many have theorized, do not have a magic core or coils, magical energy is all around us and permeates this world. The thing that separates wizards from muggles is the ability to channel said energy...and mold it to their will.
Wizards like the Great Albus Dumbledore were able to channel vast amounts of magical energy at once without destroying themselves while simultaneously controlling the large amount of energy to perform the spell.
Thus, what separates the strong from the weak is largely due to how much magical energy you can harness, conduct, control, and output... efficiently.
Many wizards require aids to do such things...spell chants to ensure the proper intent of the spell is conveyed through will and no excess energy is used, gestures to aid in conducting and controlling the magical energy (ex. Wand movements), the foci themselves to control output and proper aim and efficiency (ex. wand), etc...
These things, however, began to not be needed when one has proper talent, experience and control.
In the end, everything came down to natural talent and aptitude, of which Arther had excess...
'First things first, I need to start occlumency since my mind and memory are currently weak and inefficient...this body does not seem to be a natural Occulmence and Legimence like my old one, but I've done it once, so doing it again will take much less trouble...'
Arther descended further into mediation as he began to work with his mind...
