The first item on the agenda was being raised by an envoy from Rehxa. Rehxa was a state largely known for its merchants specializing in imported goods and soldiers for hire. There were various castles-now turned into military fortresses-scattered all over the countryside where these soldiers were trained. The three major cities and the different smaller towns were places of commerce. A number of businesses dealing in rare goods from across the ocean and even all over the Il-eleyhan Empire were commonplace there. There was popular proverb all over the empire concerning Rehxans that said "the only blood a Rehxan knows is that made of gold". The Rehxans only allegiance was to gold.
