The neighborhood houses were built due to people not wanting to deal with the stigma of living in a trailer park. Outsiders would call you "White trash" or "Trailer park trash" if you lived in one and they would sometimes yell it through the gate.
Crimson's mom used to live in one like everyone else but after everyone else got tired of living in them due to the stigma, the neighborhood built some houses here. Everyone got to live in them for free.
There were lots of abandoned trailer parks. Some were turned into stores. The neighborhood council wouldn't touch this one due to the fact that no one could live in it because there was a Hoarder who couldn't keep things up.
Some hoarders can keep things up and I can only guess how much of a hassle that is, having so much stuff that you keep clean. All have to be cleaned and MANUALLY CLEANED throughout the day so as not to gather dust. They usually had OCD when they did that or didn't but still didn't want their house to go down to crap.
Because the neighborhood didn't like to go outside and the neighborhood council didn't want anyone to leave the neighborhood, when they would take stuff from Hoarders, they would either recycle it or they would burn it or they would resell it but the hoarder couldn't go back and buy it. Hoarders had Hoarder Tags which told people not to let them buy too much.
Hoarders were not really seen as prime suspects for trade unless they want to stop hoarding.
Cleaners would come in and clean up the Hoarder's house for them. Hoarders had mandatory therapy.
