The Community of Samuel knows all too well that in desperate times, people may turn to desperate measures like killing children and using them as food during a famine.

And thus, it is not only illegal for any ruler or civilian to start a famine as the current mayor Benedict Locket had instated...

It is illegal to not have a storage house on the land of Samuel.

The storage house is a Food Storage area and right behind it is a place to grow food. They follow all biblical rules to grow food and keep most of the crops in the cold storage house.

These storage homes are here in case of a famine, most of the food is canned, in cold conditions, never spoils, and is usually separated from the ice and water surrounding it.

Any food with a short shelf life is usually taken to a room that lengthens it and if it is not needed at the time, it is given to poor and starving people.
