When it comes to "Safe Graffiti..."
If an artist & a foreigner make an agreement to put it there, but the graffiti artist is offering this for an amount of money.
They both agreed to pay the amount of money & if something happens & the person who requested it didn't know they had to pay, depending on the quality, they may still have to pay but 90% of the money they were supposed to pay the artist goes to the government.
The person will still have to pay the graffiti artist, it's just that 90% of the money they pay goes to the government.
Let's say you have $600.
If you pay, 90% of that goes to the government & then they give the rest to the artist that did the graffiti.
The artist will only get $15.
Then there's interest, where the payer will have to pay an extra $300 to the government & the artist has to give $2 out of the $15 from their earnings to the government.
The government is gettin' all yo' money.
In this country this line was actually not instated to promote artists to be upfront with foreigners about the cost.
The government needed more money.
However, this had a bit of a ripple effect because artist decided that they will be more upfront with people.
They wouldn't just ask foreigners if they could graffiti on their property & then tell them to pay after they allowed the work to be done.
Some would even have you pay upfront before they did the work.
However, due to the law the government made which gives them 90% of the money in a court dispute, in case someone is stupid enough not to be upfront about the cost...
The minimum price you can pay for graffiti is $300 And that's just cuz the government is greedy.
Interest costs are the same for everything.
Also, the government it's half of that $300 if a different situation came about.
The situation where the government gets 50% of your earnings as an artist is where you both made a mutual agreement to get the graffiti work done & payment, including the cost of payment, known to both parties before the work is done.
