Peter no longer spoke. He could guess the situation—directives from higher-ups, and the county director was acting on their behalf, probably with his brother being the financier.
No matter how they maneuvered, in the end, he was the one getting the land.
By now, Peter wasn't feeling any unease. He was well aware of everyone's intentions.
