The branch of the Techno-Cosmic Union was located at the center of the Celestara, a bit far from the Imperial Citadel, so they were taking transportation to the branch of the Techno-Cosmic Union, which also gave Arcturus the opportunity to observe the capital city of the entire Eternal Empire of the Asurya from the skies.
Even though this was the capital city on the Throne World of the High-Level Civilization, it wasn't actually certainly that large or bustling with people. Certainly, there was no doubt that Celestara was an enormous metropolis, but compared to some images of the different factions, even some Mid-Level Civilizations, and Star Nations, it certainly lacked the size and numbers.
