By the way, if anyone reading the manga expected that Konoha receives three groups of genin per year — all that Konoha adds to its forces in a year — then that's a cruel misconception.
Apart from the main academy, there are also its branches where they train the basic "meat," never rising above genin. In the main building, clan children, children from merchant clans, and families of the village's elite are trained, sometimes from hereditary shinobi families and rare prodigies who stand out from the gray mass of secondary schools or just lucky ones who have received an excellent opportunity to study among the future military elite.
Additionally, each clan trains its genin, who directly integrate into the ranks of the shinobi. And let's not forget about the genin sent from small clans living outside Konohagakure on the territory of the Fire Country.
So, in the end, a decent number of people are recruited, not just the nine individuals graduating from the shinobi academy. However, judging by the chronicles, there have been cases of graduating everyone who passed the final exam, especially during wartime. I think during the Second Great Ninja War, something similar will be practiced.
