Hmm... It seems useful, this can be another weapon I can use to help me complete my missions.

Another thing to note is the maximum amount of every stat. Seems like 100 is the highest, and I concur that 10 is the average amount per person. That + 7 in Agility also rounded up my Agility stat to twice that of a normal person.

I ignored the overjoyed system and proceeded to use the 2nd lottery ticket I received.

A Roulette Wheel appeared in front of me and at the top it indicated, 'Passive Skills Pool'. The arrow at the center is rotating quickly, I thought for a bit and muttered 'stop'. The arrow slowly decreased its momentum and it eventually came to a stop.

It seems like a useful skill and it's a passive as well so there's no need to bother activating or deactivating it.
