In the echoing chambers of the palace, the Emperor and his trusted ministers convened in the inner sanctum, a space reserved for the most critical of discussions. As they huddled around a table laden with maps and scrolls, Minister Xu's furrowed brow and tense posture reflected the gravity of the situation.

"The Conclave of Sovereigns," Minister Xu began, his voice laden with apprehension, "is no ordinary gathering. It is reserved for the four supreme empires of Aeloria, and its convening signifies grave matters. It is only called when there are pivotal decisions to be made or when an Emperor has transgressed the established rules."

Minister Mu interjected, his tone somber. "It's a mechanism of checks and balances, Your Majesty. If an Emperor has acted in breach of protocol, they are subjected to the scrutiny and punishment of this assembly."
