The Berlin Palace, Wilhelm II's office, hosted the imperial meeting with Kaiser Wilhelm II, Prime Minister Bernhard von Bülow, Foreign Affairs Minister von Kidren Wacht, Chief of the General Staff Moltke, War Minister von Falkenhain, Navy Minister Marshal Earl Tirpitz, Crown Prince William, and Qin Tian in attendance.
While it was customary for ministers and Crown Prince William to participate, Qin Tian's presence was an exception. His attendance was due to his proposal, signaling his unique insight into global affairs.
Crown Prince William, however, viewed Qin Tian with hostility, interpreting his proposal as a threat to his status. The Crown Prince found Qin Tian's ambitions to be unacceptable.
"Furious Oscar, this hypocritical and shameless guy truly aims to challenge my position on the throne. He's just an ordinary prince, far from the line of succession. How dare he!" Crown Prince William vented, visibly angered, restraining himself due to the occasion.
"Everyone, we gather today due to Prince Oscar's proposal. He suggests establishing a national oil reserve in the name of the country and government. Your opinions on this matter are welcome," William II declared with a stoic expression.
"Your Royal Highness Prince Oscar, Germany's current oil consumption is minimal, easily obtained from the Americans. Is it necessary to invest substantial funds in building a national oil reserve?" Chief of the General Staff Xiao Moqi questioned, emphasizing the financial strain.
"Your Excellency Chief of Staff, establishing a national oil reserve is essential. The navy's adoption of oil-fired boilers and steam turbines, especially for future capital ships, will significantly increase our oil consumption. To ensure naval combat effectiveness, oil reserves are necessary," Qin Tian explained.
Marshal Earl Tirpitz supported Qin Tian's stance, highlighting the importance of oil reserves for wartime needs.
"Your Highness, the navy's decision to adopt oil-fired boilers and steam turbines appears arbitrary and risks military practice. We lack oil but not coal. It's unwise to abandon coal-fired boilers, especially considering our coal resources and not worrying about potential enemy blockades," Crown Prince William objected, trying to undermine Qin Tian.
"No, Your Royal Highness. The decision is based on thorough testing, proving the superiority of oil-fired boilers and steam turbines over coal-fired counterparts. This enhances the Imperial Navy's ship performance significantly," Marshal Earl Tirpitz countered, siding with Qin Tian.
Crown Prince William, realizing the navy's support for Qin Tian, grew visibly displeased.
"How much will be invested in the construction of oil reserves?" Prime Minister Bernhard von Bülow asked.
"For a reserve of 2 million tons, it will cost approximately 120 million marks," Qin Tian responded.
