"What!!!"
Hearing Ash's words, Brock's expression changed. He watched as Pikachu used Iron Tail, but it didn't attack Onix directly. Instead, Pikachu leaped higher, twisted its body, and swung its tail towards the ceiling.
"That's it!!" Misty exclaimed, looking at the ceiling. Next to the light, there was a device attached to a cast metal beam.

Pikachu's tail slammed into the device on the crossbeam with amazing force. There was an explosion, and smoke filled the air, only to be quickly dispersed. From the destroyed device, water sprayed down like rain, enveloping the entire venue.
The device Pikachu destroyed was the fire prevention system in the gymnasium, something every gym must have for emergencies. Not only the Pewter Gym but even the Cerulean Gym is equipped with it.
As rain poured down, Onix's dry body was soaked immediately. It was clear Onix didn't like this weather; the rain made it feel very uncomfortable, and it howled in pain.
Brock frowned. He had been a Gym Trainer for a long time and had never encountered such a strategy.
"Pikachu, use Thunder Shock!!!"
Unlike in the anime, Ash had helped Pikachu learn Iron Tail but hadn't focused on honing Thunderbolt. In the anime, Pikachu learned Thunderbolt by using a water wheel to generate electricity with Flint's help. While touching, it was indeed a shortcut. Misty even mentioned it was a shortcut in the anime.
It's not clearly stated in the anime, but Ash remembered hearing that Pikachu's electric sac shouldn't be touched casually. Using the waterwheel method could burden Pikachu's body or shorten its lifespan. Although it didn't affect Pikachu's performance later on, Ash had no intention of using that method again.
According to the games, Thunderbolt is a high-level move. Think about it, why is Pikachu called the "Pikachu"? Thunderbolt, which is learned at level 30+ in the games, is learned at the beginning in the anime.
So now, Pikachu's electric-type move is only Thunder Shock. Normally, electric moves have no effect on Onix. But with the whole site drenched in water, the water would conduct electricity and greatly enhance the power of the attack.
Even if it's just Thunder Shock, in this kind of weather, it can have the power of Thunderbolt.
This is incomparable to the games, where type matchups are everything. In the games, if it doesn't work, it simply won't work. You can't make electric-type moves damage ground-type Pokémon just by using Rain Dance.
