RA 8: National State-Run Railway Act

Section 1. Title

This Act shall be known as the "National State-Run Railway Act of 2024."

Section 2. Establishment of State-Run Railway System

The Reichland government is authorized to establish and administer a state-run railway system through appropriate governmental agencies to ensure effective and efficient operation.

Section 3. Responsibilities of the State-Run Railway System

This section shall outline the specific responsibilities of the state-run railway system, including:

- Provision of safe and reliable transportation services.

- Enforcement of industry standards for efficiency and quality.

- Management of infrastructure maintenance and repair.

Section 4. Funding Mechanisms

Funding for the state-run railway system shall be defined to ensure fairness and sustainability, including state subsidies, fare revenue, and potential public-private partnerships.

Section 5. Staffing Requirements

Requirements for staffing the state-run railway system, including qualifications, hiring criteria for rail employees, and safety training measures shall be established.

Section 6. Evaluation and Oversight

Criteria for evaluating and overseeing the state-run railway system shall include safety and efficiency metrics, service improvement goals, and mechanisms for external auditing and inspection.

Section 7. Regulatory Framework

A regulatory framework shall be established for the state-run railway system, covering licensing of rail companies, safety regulations, and industry standards.

- First offense: Not less than 15,000 Dollars.

- Second offense: Not less than 20,000 Dollars.

- Third or subsequent offense: Not less than 40,000 Dollars.

Section 13. Effectivity

This Act shall take effect immediately after its approval.
