RA 15: Universal Healthcare Act of 2024

Section 1. Title

This Act shall be known as the "Universal Healthcare Act of 2024."

Section 2. Declaration of Policy

It is the policy of the State to protect and promote the right to health of the people and instill health consciousness among them. The State shall adopt an integrated and comprehensive approach to health development, which shall endeavor to make essential goods, health, and other social services available to all the people at affordable cost. There shall be priority for the needs of the underprivileged, sick, elderly, disabled, women, and children. The State shall endeavor to provide free medical services to all citizens.

Section 3. Establishment of the National Healthcare System

There is hereby established a National Healthcare System (NHS) that shall provide free medical services to all citizens of Reichland. The NHS shall encompass the following components:

a. Preventive Care: Including but not limited to regular health check-ups, vaccinations, health education, and screenings.

b. Emergency Services: Immediate medical attention for acute and life-threatening conditions.

c. Long-term Treatments: Comprehensive care for chronic illnesses, rehabilitation services, and palliative care.

Section 4. Funding

The National Healthcare System shall be funded through a combination of the following:

a. Income Tax: A 12 percentage of personal income tax shall be allocated to the healthcare fund.

b. Corporate Tax: A 14 percentage of corporate profits tax shall be directed to support the healthcare system.

c. Government Appropriations: Additional funding as necessary from the general budget to ensure the sustainability and adequacy of the healthcare services.

Section 5. Implementation and Oversight

The Ministry of Health shall be the primary agency responsible for the implementation of this Act. It shall:

a. Establish and operate healthcare facilities across the nation.

b. Develop programs and initiatives to improve healthcare delivery.

c. Ensure equitable access to healthcare services for all citizens.

d. Monitor and evaluate the performance of the healthcare system.

Section 6. Penalties

Any person or entity found to be in violation of the provisions of this Act, particularly in terms of evading taxes meant for healthcare funding, the government shall seize all property of violators of all provisions of this law as a legal penalty.

Section 7. Separability Clause

If any provision of this Act is declared unconstitutional or invalid, the other provisions not affected thereby shall remain in full force and effect.

Section 8. Repealing Clause

All laws, decrees, orders, rules, and regulations, or parts thereof inconsistent with this Act are hereby repealed or modified accordingly.

Section 9. Effectivity

This Act shall take effect ten (10) days after its approval by the Supreme Chancellor.
