RA 10: National Public Transportation Traffic Modernization Act

Section 1. Title

This Act shall be known as the "National Public Transportation Traffic Modernization Act of 2024."

Section 2. Purpose

The purpose of this Act is to address traffic congestion and air pollution in our cities by developing an effective and efficient public transport system.

Section 3. Categories and Standards of Public Transport

Categories of public transport necessary for efficient urban transportation services, such as buses, light rail, trams, and trains, shall be defined. Standards for design, construction, safety, and regulations ensuring passenger and road user safety shall be outlined.

Section 4. Funding Mechanisms

Mechanisms for funding construction and maintenance of public transport infrastructure, including grants, subsidies, and public-private partnerships, shall be detailed to support development of these services.

Section 5. Government Responsibilities and Citizen Obligations

Obligations and responsibilities of the Reichland government concerning provision, oversight, and maintenance of public transport infrastructure shall be established. Citizen responsibilities including fare payment and adherence to safety regulations shall be defined.

Section 6. Regulation of Private Transport Services

Regulations governing operation of public transport by private firms, such as bus and taxi services, including standards for safety, driver training, vehicle inspection, and licensing procedures, shall be outlined.

Section 7. Design Standards for Infrastructure

Standards for design and construction of bus stops and train stations, ensuring accessibility for individuals with disabilities, safe waiting areas, and passenger amenities, shall be established.

Section 8. Operation Regulations

Rules and regulations for operation of bus and train services, responsibilities of government and private firms, safety and security regulations, scheduling, and maintenance shall be defined.

Section 9. Implementation Plan

A plan for implementing public transport infrastructure improvements, identifying problem areas, needs for development, funding guidelines, and roles of government agencies, private firms, and citizens shall be presented.

Section 10. Enforcement of Regulations

Reichland government responsibilities for enforcing regulations, including operation and maintenance of public transport infrastructure and penalties for violations, shall be defined.

Section 11. Monitoring and Advisory Committee

Establishment of an advisory committee comprising Reichland government members and stakeholders from public transport industry firms to provide guidance on implementation and gather feedback.

Section 12. Penalties

Penalties for violations of this Act shall include fines:

- First offense: Not less than 20,000 Dollars.

- Second offense: Not less than 50,000 Dollars.

- Third and subsequent offenses: Not less than 100,000 Dollars.

Section 13. Effectivity

This Act shall take effect immediately after its approval.
