Almost none of the elders or high officials in the family remained in Jura city, as all the saints went to war except the patriarch, one of them was killed and the remaining three remained in the new lands of the family - the former Duchy of Tinley - thus currently, there is only the patriarch and Billy who returned with Robin

The same thing with the Knights, most of them are in the new lands, and only a handful of them are left to work on stabilizing the old family's lands, mostly are elders who can't join the army... and most of them are in the same room with Robin now.
