Maxim wasn't the smartest, but his shortcomings were mainly in life knowledge and cognition, not to the point of being a complete fool.

Using potions to control him might work once or twice, but if he did it frequently, Maxim would undoubtedly start noticing something was wrong.

The main issue was that the current aphrodisiac potion for giant dragons didn't last long enough to complete the breeding plan.

The kingdom was already behind other nations in forming a sub-dragon legion, and to catch up quickly, they needed to bring more female beasts for mating.

Even if the combat power of the giant dragon was formidable, it wasn't able to face hundreds or thousands of female beasts in a short time. Even the Real Dragon King would probably buckle under this kind of pressure.

As a member of a vested interest group, Hudson still felt a strong sense of belonging to the Alpha Kingdom.
