"It is for your own safety, my liege. The Underworld is unstable and extremely dangerous for your current level."

The place is indeed not preferable, and it's obvious that it was sieged by someone in the past.

"You are very wise, my liege. The Palace of Soul is indeed on the brink of its life, and the only way to mend it is by increasing the population in the Underworld."

"By population, you mean the soul I send to the Underworld?"

"That is correct, my liege."

"So, you're telling me all the souls I will Guide, will be here?"

Lilith nodded her head with her unchanging expression.

"So, how many residents are currently residing in the Underworld?"

"As of now, there are only two souls in the Underworld: me and the soul you Guided earlier."
