Just think, the last battle in Stone Fortress involved less than a million humans. But Samuel himself could make up one tenth of it now!
The only thing that made Samuel slightly sad was that his Dogs of War needed to be sent out everywhere.
He was starting to learn why most Organisations can't occupy planes, only destroy them.
Planes are actually a common target for low level beasts to attack, Caterpillar isles used to be safe because of their king's swarm, but now it has become Samuels job to defend them.
Not to mention Caterpillar Samuel has to mobilise a lot of warriors to defend them when they mined Lemoncide. And he definitely didn't want to stop that.
Caterpillar Samuels, Caterpillar legion, was growing rapidly. It has reached close to two thousand members now and all of them are equipped with Lemoncide armour, it is a force to be reckoned with.
As for the Eltorn Paradise Empire, that required a lot more manpower to defend. Although the officials were constantly being created, they were still Low Rank 1 Warriors.
Not to mention their number was really limited, they still relied heavily on a lot of Dogs of War to defend their portal.
The previous Eltorns survived easily with the help of their tamed beasts, but after all the beasts were killed it is not so easy to bring them back.
Only a few babies were born between Dogs of War and Eltorns, making them half-blooded Eltorns.
Their ability to tame beasts was severely weakened, and taming beasts requires a baby beast to be captured and raised since childhood. A1 is working to find a supply, after all he would be dumb not to capatalise on this.
But it is harder than he thought.
After placing the three Conception Halls in their correct location, Samuel turned his attention towards the Fragment of Life in his hand.
''Rebecca, go get your sisters. I have something to announce.'' Samuel calmly sat out and told rebecca.
Rather than use the Fragment of life for any other Dogs of War, Samuel decided to reward the sisters.
After all the benefits still come back to Samuel in the end, it just adds a bit of fun.
''Oh crap I forgot I have something to ask Auna!'' Samuel suddenly tapped his forehead and exclaimed out loud.
He picked up the phone and called Auna. Within a matter of seconds the call was picked up.
What Samuel heard was a panting and exhausted voice.
''Ah Master, what a surprise!'' Aunas sweet and lusty voice echoed through the phone.
Next you could hear a rustling as well as some groans of men and women? Before Auna answered the phone properly.
''Auna, I have something to ask you. Was there any incident that required a lot of herbs before you were reborn?''
Samuel chose to ignore the obvious scene that was happening on the other end of the phone and asked her casually.
''Ah, herbs? Hmm'' Auna seemingly delved deep into thoughts.
''Oh I remember master! When I was on the run, I slept and hid with the leader of a Rank F organisation, apparently the government where purchasing a lot of herbs from Rank F organisations?''
''It seems like they were preparing for something. Maybe that has something to do with the sudden need for Herbs?''
Samuel hung up the phone after hearing that he didn't want to stay on a call with the clearly busy Auna.
From what he could tell, the Government must be preparing for something, but they want more resources so they purchase them from Rank F groups who aren't qualified to know what that something is.
As for why they are only purchasing from Rank F Organisations? Samuel can only suspect that stronger ones are smart enough to use the resources themselves.
Samuel thought of this, and felt it was necessary he got more information. With EG1 as the new figurehead, Samuel arranged for his Dogs of War Organisation to be promoted.
Organisations being promoted isn't a simple process. They must show that they match the rate of a Rank E organisation through both numbers and top combat power.
In order to guarantee the promotion, Samuel brought out 1000 Dogs of War of the IronBlood legion who stood uniformly in a Martials arts platform in the compound.
In front was EG1 dressed in a flowing black robe, sided by SS1 and Gargion, Samuels last Low Rank 2 Warriors.
Samuel hoped he could wait until SS2 broke through, but this change made him need access to more information from the Government.
Samuel himself hid in the Dog of War headquarters and watched from the top floor. Seeing the glinting armour below he definitely admired it.
1,000 Warriors are more than enough to be promoted to Rank E, and just below the number that would draw attention.
Although Rank F Organisations with 1,000 warriors are rare, they aren't unique. Many organisations that were handed down or supported by strong organisations have this number.
Soon Samuel received the news from the guards, the inspectors were here.
Unlike when creating a Rank F Organisation, when being promoted it the Government will send two inspectors in order to check the strength of the Organisation and confirm it's promoted.
At the entrance of the Dog of War Compound, two figures dressed in suits and ties were entering the compound.
The first was a slender, almost sickly young man. He had a pale complexion with large bags under his eyes. His back arched making him look short and ill.
The other was the complete opposite, a femme fatale. With a stunning drop figure and a gorgeous face, her lips held a slight red tint. Her face held a slight approachable smile and her body twisted while walking.
''Heh brother let's just get this over with.'' The red lips opened slightly revealing a set of straight white teeth.
Her words drew the attention of her brother. His drowsy eyes looked up at her and he nodded slightly.
Soon they arrived at the Dog of War Compound.
