This time, Savage was intent on entering the Batcave, but not to steal Batman's plans.

Although Savage knew there was a character like Batman in Gotham, he didn't regard him highly. After all, Batman's reputation had taken quite a beating of late, causing Savage to lose interest in teaming up with him or regarding him as a primary enemy.

Savage just wanted to rescue the Pied Piper. The Rogues had already lost many of their members and Savage didn't have many talented followers left. Losing another one meant that he was one step closer to being the Bare Rod Commander.

The Batcave wasn't easy to infiltrate, but Savage had obtained a remarkable item from another partner which could move unhindered in various places.

Ever since having known Constantine, Batman had set traps against magic in the Batcave. But the item that Savage held in his hands was something Batman had never seen before. Therefore, its magical properties caught Batman off guard.

Now, situated in the mountains on the outskirts of Gotham, the Batcave was not fully finished. A significant portion of the lower level was left undecorated as, no matter how you put it, Bruce hadn't been the Batman for very long.

Moreover, since Bruce had gone about his life, disappearing from Gotham for two months, the Batcave suffered a period of emptiness. Seizing this opportunity, using his magical tool, Savage successfully infiltrated the Batcave and rescued the starving Pied Piper.

Savage's goal was not to steal any plans, but when he entered the remarkable base, he realized that the owner of this place was anything but ordinary.

He didn't have any passwords and therefore couldn't activate any surveillance systems. Still, looking at the dense array of surveillance screens, he knew that when people were moving amidst the hustle and bustle of this dark city, a shadow figure would be sitting in this chair, observing everything via the surveillance cameras.

This made Savage take this place more seriously. After all, his sent men had all failed, but the owner of this base could set up cameras in every hidden corner of Gotham, proving that he must be the territory's big shot.

Savage felt that what he lacked most now was information. He initially sent someone into Gotham to gather intel, but they disappeared over time. Could the information he gathered himself be of any use?

So, Savage began to rummage around the Batcave. However, all the electronic devices here needed passwords. And these weren't simple numeric passcodes, but involved combinations of various security codes which could not be guessed.

Discovering that he couldn't operate these devices, Savage turned his attention to the paper files. However, Batman would certainly not keep any important documents out in the open. The file cabinets were combined with the mountainside using a special material and couldn't be moved.

Having tried for a while, Savage realized that there was no way to breach these things physically, so he began to place hope on the magical item he held.

Entering the pitch black archive room, Savage's wild face and wild hair were gradually illuminated as he stretched out his hand, holding a lantern that emitted a mysterious light.

He walked with this lantern towards the nearest file cabinet and under the scope of the lamp's light, he put his hand through the cabinet's wall and drew out a file.

He saw that it was labeled "Gotham City Dangerous Criminal and Potential Criminal Response Plan 3.1.2".

Under the lantern light, Savage squinted his eyes and opened the file.

He didn't notice, at the bottom of the cover, there was a timestamp for the planning time of the plan — "December 9, 1987".
