I've explained this before, and I'll say it again. gods/goddesses don't have a predefined form. I have said this in the fic itself, the mc takes on and switches between their male and female forms multiple times. The reason for the form switch in the mcs case has a reason for it that I have specified a few times.

In the original novel, if you google exe it will tell you the details, but basically some extreme bs that I removed from dxd in this fic because it would throw things all kinds of out of wack. But basically they are extremely op gods that came after the original story once trihexa was taken care of and could destroy several different realities at their whims.

In the later chapters it is explained that they are technically two different entities. And in earlier chapters that a lot of gods/goddesses have no defined gender, just preferences. The reason why they believe mark to be the golem goddess a lot of the time is because the golem king represents his wrath and they hope that he doesn't show most of the time.
