Don’t worry, it’s not a ‘OP MC wish fulfilment’ kind of story. I just tried to work around the fact that no one in their sane mind would learn thousands of jutsus in their previous life and then get conveniently reborn in Naruto/with chakra related abilities ; thus the MC needed a way to learn Jutsus without reinventing the whole field, which, more than being insane, would necessit decades of work and study.

Yes, I believe the average human with Quirk would be stronger in his 'base' form than us, but it wouldn't be at a ground breaking level ; and people like Enji and Shoto do have, for example, bodies able to whitstand extreme climates that other Quirks users couldn't survive in. And I agree to some extent with the 'superhuman potential' but again, people would have to go through extremely rigorous and intense training to get there - this is definitely not something that most people with the adequate body would do. Tho Enji has shown time and time again throughout the story that his body is way stronger than an average human when he fought (he cracked the ground when he landed from the helicopter with All Might etc).

What about Dabi ?

Shoto is dangerous, yet not dangerous enough to warrant the need of a police interrogation. As you've now read the chapter you must have understood that they are trying to get Shoto 'on their good side' through a mix of persuasion and authority - but, again, getting him on their bad side would be a dumb move.

It is, again, explained at some point in a chapter. I am writing Nezu how I would expect an individual experimented and hurt by humans, then saved by them and feared by them for what he could do them if he wished to, to act. This is not a 'good and bad' kind of story - Nezu is neither either. He's, like most people, motivated by his own interests.

'Should' ? And why would that be the case ? If your Quirk is that you can change your hair color however you want it, I don't see why 'with training' you could get these superhuman levels of strength. Quirks catered towards physical amelioration can, in my opinion, indeed allow you to have 'bigger' limits and thus, through extremely rigorous training, allow you to be way stronger than an average human but you won't get earth shattering abilities. I believe these ideas may change from one author to the next, but that's how I see things ; a world with Quirks isn't a wish-fulfillment and despite how awesome having superpowers would be, you definitely wouldn't be able to do whatever you want
