for standard portals maybe, but I'd argue that there are ways to workout the initial sight impediment. i think of the portals working like the teleportation ability in jumper. you could get around it with sufficient prep.

That's a fair criticism and something that I'm going to keep an eye out for. He does pick his fights mostly going forward, and I try to slow things down after the coming Arc.

I addressed it in a comment. The lore says Dante is Nephilim instead of Nephalem so that's what I'm going with.

Shin ultimately controls the system, and he can exert power over Dante's abilities within reason. The more he uses Shin's store and buys things with Red Orbs, the more Shin can encroach upon his soul and basically puppet him. This is Shin flexing what little power he has over Dante. Hope that clears it up

That is true, but those portals are so broken, I just figured I'd place some type of limit on it on this AU. It's pretty much a super power at this point.
