Obito can either use intangibility OR pull stuff into Kamui dimension, not both at the same time, and entering the dimension is slow with just one eye, meaning he can either pretend to be invulnerable or escape, but if he tries the latter, he would be left vulnerable for a second or two as he pulls himself into the Kamui dimension entirely. during the 'intangible' state, he opens quick portals that can only be small in scale, just enough to take away the targeted portion of his body. the bigger the portal, the longer the casting time.
