All Janet wanted was to push Sue away. She wanted Sue out of this town. The best way to achieve this was closing all possible ways to survive in front of Sue, so she would have no other option but to leave.
Janet’s earlier plan was to teach Sue a lesson. To make her feel guilty and terrible for her accusation. When Janet withdrew Sue’s tuition fees, she was certain that Sue would be guaranteed some sort of funding or even a full scholarship. At the same time, she knew this would not be possible in the current semester. By this, Sue would re-think what she did to Janet.
However, Janet did not want to interfere further. She never thought of preventing Sue from working or completing her study at all. The funding cancelation from the student department was genuine, and Janet had nothing to do with it.
What triggered a need to send Sue away was the crazy Sue admirer that was marked as Janet’s impossible mission to accomplish.
