As for issuing quests, anyone can do it, as long as the quest content is legal and the person issuing the quest has a documented identity.

 

"Quests come at varying difficulties, and the arranged from most difficult, S-Rank, to the easiest, F-Rank. Quests can range from searching for monsters, gathering specific drops, to protecting someone. To see what quests are available, please turn the side hall and look at the bulletin board. Once you see a quest you wish to take, you just need to come to the front desk and inform us. 

 

"Currently, the both of you are F-Rank Adventurers, so you can only accept F-Rank quests.

 

"Do you have any other questions?"
