The villagers are happy to sell their grain to the first one or two groups, but the ones after that, they were reluctant to sell.
For one, there's a shortage of grain all over the kingdom, and it makes little sense to sell off your seed just because some one's offering enough money.
Jiushu decided to undercut the prices of the villagers. For one, she could sell her excess grain and collect some cash for her upcoming journey. Most of these people have valuable abilities.
Jiushu wanted to know where these people would go, so, if she ever had need in the future, she could find them easily.
The first fruit is born fairly fast.
