Even if he could afford it, the manufacturers that only take sovereign customization contracts may not be willing to accept this order. Crystal Jets are only made to order; there are no mass-produced models; and in the customization field, it is entirely a seller's market with extremely high entry barriers.
And even if they did accept a customization, no one would be able to pilot it.
Not even Chekhov would be qualified; he just didn't make the cut.
