Chapter 9 - Relocating To Konoha

Konoha, Hokage Building.

*Puff*

A plume of white smoke filled the air as the Third Hokage, Sarutobi Hiruzen smoked his pipe. He flipped over some paperwork while relishing the taste of Tobacco in his mouth.

Knock, Knock...

"Enter." He said with a deep and old voice as he gently placed the paperwork aside, straightening his back awaiting the expected guest.

The door opened, revealing the Jounin, Kotetsu Hagane one of the guards posted at the gate. " Hokage-sama, I've brought them." Stepping aside, letting in the visitor who came for an audience with him.

"I've heard you want an audience with me?" Hiruzen said smiling.

"I am the Head Leader of Kamiya Clan, Kamiya Mizuru. We came to Konoha today to see if Konoha will allow my clan to migrate here." Hiruzen choked on his pipe, coughing out of surprise and shocked, when he hear what they were here for.

He stared at the group, wondering if he heard them wrong. He would've never thought that something like this would happen as he can tell out of 9 people in the Kamiya clan member before him has 3 Kage level Shinobi, the remaining 6 were between Low Jonin and High Genin.

Something that tells him not to offend them as they came from a clan that are not known to him and the Shinobi world.

Because he had never heard of the any Kamiya Clan that exists with that family name.

On the other hand, he is feeling rather excited for this bunch of powerful clan joining Konoha due to their Military Strength have drastically fallen after the Death of the Fourth Hokage, Namikaze Minato in the Kyuubi attack few years back.

With this new clan joining Konoha and not the five Other Majour Village, Konoha can finally recover though at a slower pace at least they could boost the village military power.

As long as it doesn't harm the village, he can listen to their condition for joining his Village.

"Oh~ And what is the condition you will put forth and what exchange do you have that can benefit Konoha?" curiosity clouded Hiruzen thoughts, with how power this clan is there is bound to be alot of powerful Jutsu that are never found in the Shinobi world.

Maybe even a Forbidden Jutsu...

The Matron smiled, a smiled that Hiruzen always seen on a Merchant face. She took 3 Scroll; Red, yellow and Black colour scrolls. She handed it to him, going through it.

He couldn't help but breath cold air, not only is there a Forbidden Jutsu but also S rank and Summoning Jutsu that will benefit the Village greatly.

Summoning Scroll - The Might of War Boar

The forbidden Jutsu, is a great Jutsu that relies on the caster Chakra. Something similar to Konoha's Shadow Clone Jutsu, this one use a specially craft puppet with hollow body used to imprison the target sucking the chakra which immobilized the target near unconscious inside the puppet body.

It needs Elite Jounin to successfully used this Jutsu, although we can't used it. It doesn't hurt to add this Jutsu into Konoha's collection.

S Rank Lightning Ninjutsu - Kirin deals Area Damage, Successfully casting this Jutsu. A beast made of Lightning will appear in the sky, in the form of a Kirin. The enemy will have no time to dodge this attack because of how fast this Jutsu is. Heck, even Jounin will not survive under this Jutsu, only Elite Jounin who are specialized in agility or Kage level can escape this.

As for the Summoning Scroll - The Might of War Boar. Is an animal specialties are in frontal attacks, a heavy hitter and good for war situation and any forward attacks.

Hiruzen has always been interested in having more Summoning scroll in Konoha arsenal, It's like the Kami-sama is telling him that all his hardwork paid off.

"My first condition is The Konoha's higher-ups have no say in our clan matters, clans training and our family business, Second, we can enlist our ninjas into your Konoha Ninja system along with our children. Last, We would like to participate in Konoha council meetings." Mizuru said, making Hiruzen thought over it.

The First Condition is normal as most Clans doesn't like having outsider poking into their family matters. As for the second condition, it means the Konoha can't steal or control their business but they will still pay for their Tax. Now the Last one is hard, The Kamiya is still New to Konoha system so they can't attend the meetings but once they are fully settle into Konoha System it won't be much problem.

"Your condition is acceptable, giving away three Jutsu that are forbidden, S rank and a summoning scroll. We will give you a large plot of land, any specific land you will like?"

Hiruzen said pulling out Konoha map, pointing at each free land they can use to built their clan.

"I heard clans with Kekkai Mora can get an extra." Hiruzen looked at her with interest as he asked, "did a rare bloodline married into the Kamiya clan?" He wonder if it was any of the bloodline he had seen so far.

He didn't know whether he should be shocked or surprised with barely contained excitement.

Almost everyone knew there were 3 class of Kekkai and types:

The first class and most popular are the [Kekkai Genkai] these are abilities inherited within a certain tribe. Most tribes have invented special techniques related to them limit blood gauge and that jutsu cannot be taught or copied by others, since they need certain genetic traits.

The second being rare are the [Kekkai Tota] who most people can count with only one hand, There are two people known to use this jutsu the Second Tsuchikage Muu and the Third Tsuchikage onoki. According to Onoki, the Kekkei Tota technique is not necessarily inherited because Mu and Onoki are not related by blood.

Kekkei Tota takes the same approach as Kekkei Genkai, but on a higher level when its power is not only a combination of two elements, but much more.

Currently there is only one Kekkei Tota known as "Tran Do", also known as Trojism, which is created by using the three characteristics of Earth, Wind and Fire at the same time.

And Last, The [Kekkei Mora] is a kind Limited blood gauge is very special and currently no one knows if this bloodline user even exist. All their techniques and powers are included in the Kekkei Mora but the mysterious secret technique is unknown to anyone.

It was so special that even Onoki and pervious Tsuchikage Mu who had similar powers are at most Kekkai Tota, And what can be determined here is that it does not adhere to the same principles as Kekkei Genkai or Kekkei Tota. Due to the fact Kekkai Mora is a mix of more than three elements or so it says.

But seeing that they have just appear out of nowhere with no one having any clue about their existence. The chances of their bloodline came during the sengoku period are high, if they can have this much power due to their bloodline limits.

"Our Bloodline is a combination of Water, Thunder, Wind and Yang Release. It's called Storm Released." Hiruzen then began to ask various questions regarding their bloodline, and important things.

"Konoha will take care of your clans expenses for the first year..." Before he could finished, Mizuru-sama butted in again. "That is unnecessary, Hokage-sama only need to help me in purchasing the materials for building our clan compound. We have more money than most people due to the fact we didn't need to." Mizuru said taking out two scrolls and a piece of paper listed with materials that are need.

"Here is 1 Billion Ryo in this scrolls, and another S rank Fire Jutsu - Hellhound." Hiruzen knew what she wanted, it means he needs to evacuate some lands for their use but everything is worth it.

"Before we get to that, I would like to ask Hokage-sama for help." Mizuru-sama said cutting Hiruzen from ranting off.

"What is it, Mizuru-sama?"

"I would like if Konoha can look after my son, Kamiya Shou."

"Hmmm? and where is this young boy?"

"I don't know he should have been in Konoha, Our clan was in danger before we came here. So my son was sent to Konoha after his birth." Thinking of this Hiruzen remember that a young boy around Naruto age played with him has the same name as the son of Mizuru.

"Does he look like this?" Taking a small photo of the boy, showing it to the woman.

A smile broken out, as she gaze at the boy in the photo. "Yes it's him. He looks alot like is Father." a sad look in the woman eye tells Hiruzen that the boy father is dead, probably from the danger their clan was in before they arrive in Konoha.

*coughing* Mizuru faked cough, trying to divert the conversation back one track.

"Now Where were we?"

"The Location of Your Clan." Hiruzen said going along with her, as he didn't want to bring any unpleasant memories to the widow.

He knew what it felt like to lose their loves ones... something that reminds him of his late wife, Biwako.
