He made pulled his daughter's chair fist and after that he pulled his own.
Normally, it would be weird for someone older to use honorifics with someone younger than them.
Kakine was over 25 while Meguro was only 18 years old.

Meguro decided to avoid conversations regarding the organization since Kakine's daughter was with him.

They even have a special place here when you can play until the food gets ready.

Her face light up even more and she looked at her father. "Can I please go there?"

This man here will show you the menu but make sure to not order more than you can eat."
She got up from her chair and said while leaving with the waiter. "Thanks mister!"
If you couldn't tell by now, Meguro did all this just to get the little girl to leave so he could have some adult talk with Kakine.

I just hope it's not going to involve war any time soon."
