With the matter decided, Hiruzen asked the two to take their leave. When the duo left, a glint flashed in Hiruzen's eye and he muttered, "Most of the damage was done to Danzo and his ROOTs."

"As for rest, they were done by the spies of the village. It means that whoever did this has a grudge against Danzo."

In the meeting, Tsunade had been thinking if she should talk about the Medical System, but in the end, she didn't say anything because Hiruzen talked about the funds of the village and cut off resources of Uchiha Police.

In these days, Kidou didn't do much. Every day, he would wake up with Tsunade after working for the whole night, then he would cook breakfast, train Kushina and others, send a clone to the Hospital and then study the genes and genetic sequence.

Now that the village had calmed down, Kidou planned on starting his plan and for this, he had already made a plan.

Using the Flying Thunder God Technique, Kidou disappeared from the place, and he appeared in the base he had made outside. Appearing at the base, Kidou released Chakra to sense everything in the base and a grin appeared on his face as he noticed that everything had been settled.

"Well, let's start with the reports," Kidou muttered as he released the Shadow Clones one by one and went through the reports of all the Ninjas that had been taken care of in the process.

"Hmm, 10 Jonin, 20 Special Jonin, 40 Chunin, 70 Genin, and 40 children under 10. Should I say, as expected of Danzo?"

Kidou muttered as he understood that even if he had taken the whole base, many ROOT members were still left outside, but he knew that most of these would be taken care of by Hiruzen and then he would include them in ANBU.

Thinking of this, Kidou rubbed his head and now he created clones that started to 'brainwash' all these ninjas and change their beliefs from Danzo to him.

For now, he focused on Jonin and Special Jonin, as with them, he could focus on other parts.

"It seems I need to create other Robots for management," Kidou muttered, and he went into his room to read other reports that had been missed by him.

Entering the room, he looked at various books and scrolls that had been placed on shelves, and a thoughtful look appeared on his face.

"With them, I will have a general idea of forces under clans in Konoha, and other villages, and then I will start the plan of sending everyone to different villages."

"Since the Second Shinobi War was started by the Rain Village, it will be the first choice, and I can use this War to enter other villages. But before that, I will use these two years to strengthen the Ninjas and develop other Life-Saving Methods."

Kidou knew that the more people he had, the more the chance of getting known, and with Old Monster Madara and Oldest Monster Zetsu in the world, the chances of his people getting known would increase too.

For these two, Kidou didn't have many plans and until they wouldn't mess him up, he didn't plan on looking for them. After all, initially, they both have the same plan, and Kidou can use these two to start the conflicts between the villages.

"Hmm, remembering them, I still need to solve Uzu's problem," Kidou said as he remembered this, and he created a clone, who disappeared from the place and rushed in the direction of Uzushiogakure.

Kidou started to read the reports written by Danzo on others, and the more he read, the more he understood how deep the forces were.

"Both Hiruzen and Danzo had hidden a lot. Hehe, even a secret group that even Hiruzen doesn't know has been made by Danzo. At the same time, both of them have developed their clans too, but ordered them to keep a low profile."

With the list of people and notes written by Danzo, and reports made by ROOT Ninjas, Kidou got a big advantage, but he knew that it was only until Danzo was asleep.

She started with the Ino-Shika-Chou Families, who on the surface, were supporters of Hokage, but in reality, they used to be supporters of the Senju Family.

Many of the Senju Clan's members who married outside, were married to these families, and after Tsunade read the reports left by her granduncle, she knew that if there was someone who would agree to her system, it would be them.

So, Tsunade paid a visit to the heads of the Ino-Shika-Chou families, and after having a long talk with them, she finally convinced them to support her new system.

In the long talk, she had to show a few of her cards, and it was mostly the known Medical Techniques, and Medical Seals that could save the lives of many.

In the end, everything ended well, and with this, Tsunade was more confident in getting her system started in Konoha.
