The most powerful organizations were the ones that generated the strongest people, such as the military.
Now, it was a requirement for a leader of society, for a ruler or king, to be strong enough or have enough power behind him to be able to enforce the laws they established and keep society in order.
Lucia, Emma and Akiba were in a small "barracks" that the MHA had set up, looking for missions to complete.
After a while, they were given a mission on research. Many civilians disappeared through areas considered safe, and recently the body of one of these was found, with ritual marks that don't seem to be made by monsters...
